You don’t need to know what species this is to know that it is seriously compromised as a structure. Planted beneath over head power lines years ago it has had much of its top growth removed repeatedly. I would expect to find extensive rot in the remaining structure. Arborist will talk about a technique called crown reduction, but this is the result of gross utility line clearance w/o any regard for the beauty of structure of the tree. It will fail catastrophically at some point.
