Gymnosporangium juniperii, the telial form growing on a Juniper. Each species will look somewhat different. Some form galls like this, others form smaller structures that spread along the bark. With moisture, the telial, the ‘arms’ here greatly expand and turn gelatinous producing spores in spring that can move with the wind to their alternate host. (from Wikipedia)
